The Oregon Health Authority has a fantastic opportunity for an experienced Community Information Exchange (CIE) Policy Analyst (OPA 3) to join an excellent team. This is a full time, classified permanent position with Health Policy and Analytics.

What you will do!

The Community Information Exchange (CIE) Policy Analyst  (OPA 3) position will primarily work on CIE policy within the Office of Health Information Technology & Analytics Infrastructure (OHITAI) providing policy analysis, strategic planning, and program development related to CIE in Oregon to affect significant agency-wide objectives. This position will work closely with and advise the CIE Policy & Program Lead and CIE Policy & Program Manager providing consultative advice to management and leadership by researching and giving objective information on which to base policy and operational decisions. Primary functions of this position include: analyzing and evaluating existing or proposed policies with recommendations for leadership; developing informational documents and meeting materials for internal and external partners; developing, monitoring, and documenting work plans; creating partner engagement materials; supporting facilitation of partner meetings; assisting with vendor relationship management and deliverable input and review; and monitoring national and local CIE policies and landscape. This position monitors, analyzes, and interprets federal and state policy, which may include tracking new bills, regulations, and administrative rules. In achieving this work, this position will analyze and synthesize complex, disparate pieces of information into clear, consumable concepts. The position may develop administrative rules and procedures for programs. The position will engage with a wide variety of OHA staff and partners including community-based organizations, Medicaid coordinated care organizations (CCOs), healthcare organizations, other state agencies, and local government. The CIE program is highly visible and of interest to the state legislature, multiple partner groups or constituencies, and the Governor’s Office. Work Location: This position provides the opportunity for remote work. The primary work location for this position will be in Portland or Salem, within a cubicle setting or a mutually agreed upon remote work environment. This role will involve considerable computer usage and video conferencing. The hiring manager retains the authority to change the work location as necessary. Confidentiality of information must always be upheld. Occasional travel within the state may be necessary for attendance at meetings, conferences, and for delivering presentations.

This position falls under the Community Information Exchange (CIE) Policy Analyst  (OPA 3). The AA Rate Pay Range for this position is $5,747.00-$8,831.00 USD Monthly

What we are looking for:
MINIMUM QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes:

  • Experience reading, comprehending, interpreting, analyzing, and evaluating existing or proposed policies at the local, state, or federal level such as legislative bills, proposed rules, regulations, and final rules.
  • Experience in the social services and health care industries such as community-based organizations and social services delivery systems, Medicaid or Medicare programs, health care delivery systems, health care policy, health care clinical practice, health information technology, or Oregon's health care transformation initiatives.
  • Experience working with closed loop referral technology or community information exchange (CIE) technology.
  • Experience analyzing systems or situations, identifying problems, and reviewing related information to develop and evaluate options that resulted in a solution focused plan.
  • Experience eliciting and documenting issues and needs from internal and external partners.
  • Proficiency with writing documents, whitepapers and presentations, and with presenting key takeaways in a concise fashion.
  • Experience working with senior-level decision makers and their immediate staff.
  • Experience with developing high-level presentation materials, notes, summaries, and themes.
  • Experience communicating information verbally and in writing to peers, management, and external partners/customers.
  • Experience coordinating and supporting multiple projects for senior staff, including preparing draft/final content and materials, monitoring timelines, and logistics Experience with working on multiple projects simultaneously, keeping track of timelines, and resulting in complete assignments that were timely and accurately.
  • Experience with the conceptualization and completion of projects with minimal direction to meet deadlines.
  • Advanced skills using software programs including Microsoft Word, Excel, and PowerPoint.
  • Experience in promoting a culturally competent and diverse work environment.
