Connecticut Valley Hospital (CVH), under the umbrella of the State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a qualified individual for the position of Director of Clinical Services (PCN 130198) to join our team. POSITION HIGHLIGHTS:

  • Work Schedule: Monday - Friday
  • Work Hours: Full-time, 40 hours per week
  • Work Shift: First shift, 8:30 a.m. - 5:00 p.m.
  • Location: 1000 Silver Street, Middletown, CT

This position will be mainly located out of our Middletown campus, however the role may require some travel to our Hartford campus at 500 Vine Street, Hartford, CT.

WHAT YOU'LL BE DOING:

  • Overseeing and principally tasked with an array of hospital-wide functions including: the integrated care/co-occurring workgroup; all aspects of Patient Central Services (PCS); administrative responsibility for the 1115 waiver and associated Utilization Management and Review activities.
  • Serving on multiple operational, clinical, and executive committees.
  • Managing the Recovery Department and associated Recovery activities and Citizenry.
  • Serving as the hospital primary liaison with external and internal stakeholders such as Administrative Service Organizations (ASO’s), the DHMAS Community Services and Evidenced Based Grant Divisions, and the DHMAS OOC Central Billing Team.
  • Providing ongoing training support and orientation for new hires, in concert with CVH’s Staff Development Department.

PURPOSE OF JOB CLASS (NATURE OF WORK)


In the Departments of Correction and Mental Health and Addiction Services this class is accountable for directing multiple clinical programs in a facility or Local Mental Health Authority or directing statewide clinical support services and programs in the Central Office.

EXAMPLES OF DUTIES


Duties of this position include but are not limited to:
  • Providing clinical and administrative oversight of the hospital's rehabilitation department, patient central services, recovery department, utilization management/utilization review department, and overseeing the integrative care/co-occurring programming and treatment.
  • Provides oversight of program budgets, program development initiatives, and outcome measures.
  • Formulates program goals and objectives; develops or assists in development and implementation of related policy;
  • Interprets and administers policy and procedures;
  • Performs staff performance evaluations;
  • Assists in preparation of budgets;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE


A Master's degree in a clinical discipline, public health administration, health care administration or hospital administration and six (6) years of professional experience in behavioral health care.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE


Two (2) years of the General Experience must have been in a managerial or supervisory capacity directing clinical operations or the delivery of behavioral health care services including the supervision of professional behavioral health care staff.  

NOTE: For state employees this experience is interpreted at the level of a Behavioral Health Clinical Supervisor or Behavioral Health Program Manager.

PREFERRED QUALIFICATIONS


  • Possession of a Masters or Doctoral degree in psychology, social work, or related field.
  • Supervisory or management experience in a behavior health setting, including oversight of patient units, patient programs, treatment, behavioral health staff, and/or behavioral health initiatives.
  • Managerial experience in an in-patient setting.
  • Management or supervisory experience in an unionized environment.

SPECIAL REQUIREMENTS


Incumbents in this class must maintain the appropriate current license for clinical social work, marital and family therapist, professional counselor, registered nurse, psychologist or alcohol and drug counselor.
