Position Description

Financial Administration (FAD) is dedicated to advancing Harvard University’s teaching and research mission by stewarding its resources; providing support, guidance, and consultation; ensuring compliance with University and federal guidelines; mitigating risk; pursuing operational excellence; and promoting the financial health of the University.

Harvard University seeks a collaborative, organized, and strategic individual to be its Program Manager, Risk and Compliance Services.  
Reporting to the Associate Director of Risk and Compliance, the Program Manager, Risk and Compliance Services will be responsible for administering the University’s Anonymous Reporting Hotline whereby the University’s employees, faculty, students, or others may report or seek guidance regarding reporting potential or actual ethical, integrity, safety, security, and compliance concerns without fear of retaliation.  The Program Manager, Risk and Compliance Services will also be responsible for supporting the establishment and implementation of an organizational framework to coordinate and systematize the University’s Policy Office efforts in order to achieve standardization, efficiencies, and centralized management of university-level policies and support the Institutional Compliance Program.  The person in this role will develop and foster close relationships with key stakeholders in Harvard’s central administration and schools. 

Supporting the Institutional Risk and Compliance Officer, the person in this position will support Harvard’s Institutional Risk Management (IRM) program which provides a structured process for identifying, assessing, prioritizing and managing risks across various levels of the University. The person in this position will be directly responsible for supporting risk awareness building initiatives including the IRM Symposium, an annual event which brings together hundreds of stakeholders from across Harvard to network with one another and learn from experts and leaders in key risk areas germane to the University. 

Typical Core Duties

  • Coordinate and administer the Anonymous Reporting Hotline case management process, including outreach to, and follow up with, university officials, drafting of responses to reporters, maintenance of system records, report production and update of standard operating procedures, key contacts and related response templates. 
  • Work with Harvard schools, central administration units, and university-wide affinity groups/committees to support the establishment and management of the Policy Office.  Specific duties may include development and management of a centralized policy website, a standardized policy development and management framework, and policy training and support.

    • Associate Director of Risk and Compliance in maintaining a compliance universe, identifying new and overlooked compliance areas, and conducting compliance assessments using a risk-based approach.
    • IRM program including assisting the IRCO with the university-wide risk assessment process and planning and executing the annual IRM Symposium in addition to other educational programs and awareness initiatives that promote risk management practices, ethical principles and compliance obligations. 
  • Stay abreast of current events, applicable laws, regulations, and trends in the higher education risk and compliance landscape   to support the University’s compliance efforts. 
  • Perform other related duties as required.

Basic Qualifications

  • Bachelor’s degree or equivalent work experience required
  • Minimum of 7 years’ experience in a financial, compliance or audit role

Additional Qualifications and Skills

  • 2+ years’ experience in a compliance, policy management, or legal role 
  • Experience in a University or healthcare setting a plus
  • Project management experience and skills 
  • Event management experience a plus 
  • Demonstrated leadership and facilitation skills 
  • Knowledge of
  • Microsoft Office Suite, advanced excel skills
  • Navex’s EthicsPoint hotline software a plus

Certificates and Licenses

  • Certified Compliance and Ethics Professional (CCEP) or Certification in Healthcare Compliance (CHC) is preferred, but not required.

Working Conditions

  • Work is performed in an office setting
  • Frequent travel to other sites across the University is required

Work Format Details

FAD actively supports hybrid work where business needs allow. This position will be hybrid requiring 1-2 days a week onsite. Additional travel to campus may be necessary based on business needs and the nature of work. Examples include bi-annual or quarterly Town Halls, critical business meetings or other work events. All remote work must be performed within one of the Harvard Registered Payroll States, which currently includes Massachusetts, Connecticut, Maine, New Hampshire, Rhode Island, Vermont, Georgia, Illinois, Maryland, New Jersey, New York, Virginia, Washington, and California (CA for exempt positions only). Certain visa types and funding sources may limit work location. Individuals must meet work location sponsorship requirements prior to employment.
