As a Program Director within the Ryan White Program at the East Central Public Health District (or County),you will join a dedicated group of public health professionals that help support the overall mission and vision of protecting lives of Georgian residents in a variety of ways.
 Starting Salary: $68,677.00

Job Responsibilities

Under the general supervision of the district 6 Assistant Director of Public Health, supervises, guides, and/or instructs the work assignments of subordinate staff in:  

  • Planning, directing, and implementing the Ryan White Program to include budgeting and financial accountability, accurate and timely reporting to all required entities, and developing and implementing policies and procedures.
  • Evaluating the Ryan White Program for compliance with state and/or federal guidelines and reporting timely and accurate results/metrics. 
  • Writing grants and managing federal, state, and local funds in support of the Ryan White HIV Program. 
  • Managing the development and implementation of continuous quality improvement. 
  • Providing administrative support for the Project Impact clinic to grow the prophylactic treatment program.
  • Building capacity among Ryan White HIV/AIDS Program-funded providers and people with HIV through innovative marketing outreach programs.
  • Participating in community-based speaking opportunities to spread the mission of the Ryan White Program. 
  • Overseeing the work of external/internal partners to coordinate efforts in Ending the HIV Epidemic. 
Job Duties’ 
  • Maintains a working relationship with Community Based Organization personnel to enhance client services (i.e.. CARE)
  • Administration of Ryan White Program
    • Functions as part of the HIV/Wellness team: attends required local, state and district meetings, provides insight and input to solve problems and create innovative solutions to ensure program compliance.
    • Assures that all procedures and policies of Wellness centers are applied consistently and according to Ryan White and district procurement policies (gas cards, dental services etc.).
    • Meets with a member(s) of the SEHD Management Team on a monthly basis to report on Wellness budget and center operations.
    • Disseminates all acquired educational information (training, conference calls etc.) to the rest of the HIV team via emails, lectures, in writing and/or discussions at staff meetings.
  • Ryan White Budget Oversight
    • Maintains budgets of the Ryan White program.
    • Works with District Accounting staff as needed to understand and implement budgetary changes.
    • Monitors expenditures to ensure conformity to budget category allowances and identifies potential cost over expenditures.
    • Reports budget issues as needed at quarterly clinical meetings.
    • Creates and updates (annually and as needed) vendor agreements, obtaining bids when required per SEHD Procurement Manual.
    • Evaluates and approves budgetary requests for services provided by vendors, contract agencies or other sources.  
  • Ryan White Reporting
    • Ensure that programmatic reports are completed and submitted to appropriate district and state offices.
    • Completes and submits Ryan White Part C reporting requirements according to mandated time frame.
    • Completes and submits Ryan White Part D reporting requirements according to mandated time frame.
    • Assures the Ryan White Part B programmatic and quarterly reports are completed and submitted according to mandated time frame. 

Minimum Qualifications

Bachelor's degree in a related field from an accredited college or university AND Three years experience managing professional level staff OR Seven years of related professional experience AND Three years managing at the level equivalent to area of assignment OR Three years of experience at the lower level (GSM010) or position equivalent. Note: A combination of education and experience at agency discretion.

Leadership experience/, teamwork / building experience
Experience in caring for this population.
