Description
The City of Irvine seeks a seasoned individual to provide services for the field administration and inspection of complex capital improvement projects. Projects include locally, federally, special district and/or developer funded infrastructure improvement projects related to the City's Capital Improvement Program and private development for the construction phase of private infrastructure and facility projects. Projects may include grading, construction, rehabilitation or maintenance of roads, bridges, drainage facilities, landscaping, traffic signals, parks, and buildings.
The Construction Inspector is a flexibly staffed position and may be filled at either the Construction Inspector or Senior Construction Inspector level at the discretion of the department, based upon the expertise of the candidate.

Your Impact
- Inspect materials and workmanship of Capital Improvement projects such as alterations and improvements, and rehabilitation projects for safety and for compliance with the City, municipal codes, and State and Federal laws and regulations.
- Organize and maintain project records by preparing daily, weekly, and monthly reports related to contract activities, scheduling, and budgeting.
- Review plans and specifications for field conditions and constructability.
- Facilitate the resolution of complex unanticipated construction issues by working in collaboration with the contractor and the Project Manager.
- Communicate daily with the contractor and others to ensure compliance with the terms of the contract with the City, municipal codes, and State laws and regulations.
- Coordinate, attend, and may conduct pre-construction meetings for the process of establishing regular and special contractor meeting schedules related to the acceptance of the completed construction project.
- Coordinate construction activities between City departments, outside agencies, utilities, developers, and other involved parties on an ongoing basis.
- Oversee the work of the contractor and support services with time/material work taking place.
- Inspect and/or coordinate inspection of all project work and encroachment and utility work within the project limits.
- Review and recommend approval of all progress payments for contracted construction work after performing an independent material quantity calculation and verification of materials receipts.
- Perform plan checks and review specifications for new and future projects.
- Respond to and resolve inquiries and complaints from public, contractors, and City personnel.
- Inspect and document conditions of all utilities, such as electrical, mechanical, plumbing, and HVAC, with the ability to identify the need for any repairs and or deficiencies.
- Upon completion of work, verifies that all contract changes are recorded on “record drawing” from field-maintained working “as-built” drawings.
- Ensure that safe traffic control is maintained throughout the construction zone.
Construction Inspector
- Associate's degree in a construction technology or construction inspection field.
- Three years of construction inspection experience or any combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Associate degree in a construction technology or construction inspection field.
- Five years of construction inspection experience orany combination of education and experience that provides equivalent knowledge, skills, and abilities.
- Possession of, or ability to obtain, a valid California driver's license.
- Strong background in Public Works construction and rehabilitation, construction of parks, and building concrete structures, traffic signals, and roadways.
- Strong understanding of traffic control procedures and devices for streets, highways, and bike trails and other regulatory requirements such as the National Pollutant Discharge Elimination System (NPDES).
- Knowledge and understanding of public sector contract administration.
- Strong relationship-building and customer service skills.
- A team player with strong verbal and written communication skills.
- Strong service attitude with a results-driven approach to problem-solving.
