Overview

LMI is seeking a Policy Management Specialist to support the United States Postal Service (USPS). The Policy Mgmt. Specialist will be responsible for helping USPS establish a policy management function within the Office of Corporate Affairs. Working directly with human resource specialists and officers from Corporate Affairs and other USPS functional groups, the Policy Mgmt. Specialist will help establish governance criteria, draft management instructions, consult on management decisions, and align with policy practice. A successful Policy Mgmt. Specialist will be able to provide USPS officers with clear guidance on policy best practices to help develop the mission, charter, metrics, roles/responsibilities, and general management practices for the new policy management function.

Responsibilities

Responsibilities will include:

  • Develop the mission, charter, organizational design, metrics, and other standard material to suppor the management of a new, functional role.
  • Present USPS executive leaders with management criteria and options for decision-making.
  • In consultation with USPS Legal and Labor Relations experts, as well as LMI’s policy teams, develop a management plan with clear roles, responsibilities, and governance frameworks for the effective and ongoing management of policy.
  • Create organizational materials, including stakeholder maps and relevant templates, to ensure the ongoing management of policy.
  • Support transition of policy management responsibilities from the varous USPS offices to the newly-formed policy management functions.
  • Create training materials and guidance doucments on policy managmenet best practices to train new staff.
  • Launch training and support communications throughout the transition.
  • Consult closely with policy owners, stakeholders, legal experts, and labor relations specialists to establishes practices and criteria for the new policy management function.
  • Facilitate productive and collegial client interactions in working group meetings and through individual communication channels.
  • Plan and execute the vision for the policy management function and align to program expectations, set by the Program Manager.
  • Develop standard meeting artifacts to facilitate productive dialogue and capture notes throughout the process, including strong PowerPoint decks.

Qualifications

Minimum Requirements

  • Master’s Degree or higher from an accredited college or university in a related discipline, such as policy, law, public administration, business
  • 7+ years policy experience in management, analysis, drafting, writing, and/or consulting
  • Must be able to obtain a Position of Public Trust Clearance (includes fingerprinting, background check, and drug screening)
  • Ability to write and communicate clearly in a highly sensitive environment with senior and executive leaders
  • Ability to work collaboratively and iterate products with a variety of internal and external stakeholders
  • Ability to work with a team of professionals in a remote environment on expedited timelines
  • Comfortable working in ambiguous situations and with unclear direction

Desired Skills

  • 10+ years policy experience in managmenet, analysis, drafting, writing, and/or consulting
  • U.S. Postal Service experience preferred
  • Agile, Scrum, and/or Lean Six Sigma training preferred
  • Experience managing a corpus of policies and/or policy process is strongly preferred
  • Experience briefing executive leaders is preferred

Target salary range: $109,650 - $192,984
